We are creating three new Tenant Scrutiny Panels so tenants can work with us to improve the housing services you use every day. These panels will look at how well services are working, what needs to change and what actions we should take. By working with our tenants to design solutions it ensures that their voice is at the heart of our decision making.
We are recruiting for three topic-specific panels, each focusing on a different key area of housing:
Repairs panel launching March 2026
Anti-social behaviour panel launching summer 2026
Building safety panel launching autumn 2026
What will panel members do and what’s the commitment?
Each panel will include up to 12 tenants who work together with council officers to review how housing services are performing and help shape improvements. As a panel member, you will:
look at what’s working well and what needs to change
review short performance updates
share your experiences as a tenant
help to co‑design solutions
make recommendations to the Scrutiny Board and Housing Leadership Team
Panels meet for two hours every six weeks, either in person or online. Between meetings, you may be asked to read brief reports or take part in training linked to your panel’s topic. No previous experience is needed - just your ideas and an interest in improving services. We’ll support you with anything you need, including digital access, reading support, transport or other accessibility needs.

Joining a Scrutiny Panel is a chance to have your say and help improve repairs, anti‑social behaviour and building safety services.
You’ll receive free training, build skills such as communication, teamwork, digital confidence and understanding performance information. There may also be opportunities to attend regional or national housing events. It’s also a great way to gain experience, meet other tenants, boost your CV and make a real difference for Norwich tenants.
