Norwich City Council is updating its Air Quality Action Plan (AQAP) to reduce harmful air pollution and protect health. If you live, work, study or travel in Norwich, we’d like to hear your views on our priorities and proposed measures for cleaner air.

What is an AQAP?

An Air Quality Action Plan (AQAP) sets out how the council will reduce pollution in areas of concern as required under the Environment Act 1995 and the Local Air Quality Management (LAQM) framework.

Why are we engaging?

Your feedback will help shape an AQAP that is fair, practical, and effective. We are gathering views on proposed measures within seven priority areas.

Our key priorities are:

  • Cleaner buses and taxis - and transition to zero emissions transport
  • Electric Vehicle (EV) charging infrastructure
  • Reduce congestion and improve traffic flow in Norwich
  • Promote active and alternative travel
  • Domestic emissions and smoke control areas
  • Heating decarbonisation for homes
  • Policy alignment and monitoring

The consultation is open for 8 weeks from Monday 2 February until Monday 30 March 2026.

Next steps

We will analyse the consultation responses, publish the consultation report, and finalise the AQAP before we submit to the Department for Environment, Food & Rural Affairs (DEFRA).
