We are inviting feedback on two draft policies that set out how Norwich City Council regulates gambling premises and pavement café furniture in the city.

Statement of Gambling Principles

We are carrying out the statutory three‑year review of our gambling policy. Only minor wording updates are proposed, but the statement continues to outline how gambling is regulated, how we protect residents, and how licensed premises operate safely and responsibly.

Pavement Licensing Policy

We are also consulting on an updated policy covering how businesses can place tables, chairs and other furniture on public highways for food and drink service. The draft reflects recent changes that have made the pavement licensing system permanent. Key proposals include a standard two‑year licence period, extended consultation and determination times, and strengthened enforcement powers.

Both public consultations run from 19 January to 16 March 2026.
