Norwich City Council is asking for your views on a draft Supplementary Planning Document (SPD) about affordable housing.
This document sets out how a financial contribution will be calculated when a developer cannot provide affordable homes directly on a building site. This payment – known as a commuted sum – is used by the council to fund affordable housing elsewhere in the city.
What this consultation is about
This consultation focuses on one specific question: how should the off-site financial contribution be calculated when on-site affordable housing is not possible? It does not cover:
how much affordable housing should be provided on a site
what types of affordable housing should be built
whether a development is financially viable.
These are already set out in Policy 5 of the Greater Norwich Local Plan and in national planning guidance.
How to respond
This consultation is primarily aimed at developers, landowners, planning agents and Registered Providers. However, anyone with an interest in affordable housing in Norwich is welcome to share their views.

All responses received by the closing date will be reviewed and considered. A summary of the feedback and how it has been taken into account, will be published following adoption of the SPD. The revised SPD will be presented to Cabinet on 10 June 2026 and Full Council on 30 June 2026.
